Tomás O Deirg asked the Minister for Lands and Fisheries if he will state the description, area, and location of the different untenanted lands and retained holdings in Co. Carlow in respect of which proceedings are being taken with a view to their acquisition by the Land Commission for distribution among uneconomic holders.

Mr. Roddy: Under the provision of the Land Acts, 1923-9, a total area of 4,596 acres of land in County Carlow has already been acquired by the Land Commission for division, including two resumed holdings comprising an area of 572 acres.

Proceedings are in progress for the acquisition of a further area of 227 acres of untenanted land, comprising 58 acres in the townland of [1152] Ballinadrum on the Colonel Lecky Estate, 99 acres in the townland of Lumcloon on the Whitcroft Estate, and 70 acres in the townland of Cloghrenan, held by Henry Agar, and resumption proceedings are pending in respect of the three retained holdings of J. L. Salter, comprising 231 acres in the townlands of Ballyloo, Ballyryan, Nurney and Oldtown, on the Bruen Estate, and the retained holding of W. Keppel, containing 110 acres in the townlands of Bendinstown and Garreenleen, on the Clayton Estate.
Inquiries as to suitability for purchase have been instituted in respect of an additional area of over 15,000 acres of untenanted land in County Carlow (of which preliminary inspections have been made on 7,168 acres) but no definite proceedings have yet been taken for the purchase thereof.

Tomás O Deirg asked the Minister for Local Government and Public Health whether he has received reports from the responsible medical officers of health regarding the unsatisfactory sanitary conditions in Callan, Tullow, and Muine Beag, and whether he will now afford improved financial facilities to the local authorities concerned to enable them to proceed forthwith with the provision of adequate sewerage schemes in the towns mentioned.

General Mulcahy: The answer to the first part of the question is in the affirmative. It is not clear what improved financial facilities are sought. Advances out of the Local Loans Fund for the carrying out of such works are available.

Mr. Derrig: Is there any possibility that these facilities will be improved under the Relief Schemes Grant?

General Mulcahy: The grant under the relief schemes will be applied strictly to the relief of unemployment. It would be undesirable that it should be applied any other way, that is, relief to any particular district that would not normally come to another district.

Mr. Derrig: Does the Minister mean that there is no unemployment in these centres? I can assure him that there is as much there as in any other small town.

General Mulcahy: No. I mean that the presence of unemployment will determine the extent to which the relief grant will be applied there. I understood [415] the Deputy to suggest, apart from the question of unemployment, that the relief grant would be voted to these schemes.

Doyle: Is the Minister aware that from the public health point of view alone, apart from unemployment, in two of the towns, Muine Beag and Tullow, the conditions are most primitive and injurious to the health of the people? There is no water supply in Tullow, while in Muine Beag there is no sewerage scheme but a water supply. It is disgraceful.

General Mulcahy: The disgrace is under the noses of the local authorities responsible for dealing with the matter. We cannot apply different principles in dealing with these matters in one area as distinct from the rest of the country. The matter has been under consideration by the local authorities but for one reason or another they have not yet decided to act. If they do wish to act the money is available under the Local Loans Fund.

Mr. Edward Doyle asked the Minister for Local Government and Public Health if he is aware that his Department refused to sanction a contribution offered by the Carlow County Council to the Carlow Fire Brigade; [806] and whether, in view of the fact of the great importance of a fire brigade to the people of the town and county, he will consider the matter, with a view to legalising payment of such contribution.

General Mulcahy: As the law stands, there is no statutory authority to enable the Carlow County Council to contribute to the Carlow Fire Brigade. I informed the Carlow County Council on the 11th July that if the Council and other county councils consider it would generally be desirable that expenditure for such purpose from County Funds should be legalised, I would be prepared to consider reasoned proposals for legislation on the subject.
Tomás O Deirg asked the Minister for Lands and Fisheries whether the Land Commission have yet come to a decision in the matter of the acquisition of the untenanted lands on the Vesey Estate, Dunleckney, Co. Carlow.

Mr. Roddy: They are demesne lands in the first place and are consequently automatically excluded. In the second place Captain Vesey, the owner, is now working these lands.

Mr. Roddy: The holding of Thomas F: Rothwell, containing 79a. 1r. 23p., in the townland of Ballyloughan, on the estate of Henry Bruen, County Carlow, has been retained by the Land Commission under the provisions of Section 28 of the Land Act, 1923. The question of resumption is under consideration by the Land Commission.

Tomás O Deirg asked the Minister for Lands and Fisheries whether the 227 acres of untenanted land at Ballinadrum, Lumcloon and Cloghrenan, Co. Carlow, stated by him on 18th June, 1930, to be in process of acquisition by the Land Commission, have yet been acquired; and whether, in preparing schemes of distribution, consideration will be given to the claims of suitable labourers in the areas named.

Mr. Roddy: Prices have been agreed on or fixed with the owners for the acquisition of the lands referred to and schemes for division are in course of preparation. The division of these lands will be carried out in accordance with the provisions of Section 31 of the Land Act, 1923.

Mr. Derrig: I would like to ask what is the position with regard to the last [812] part of my question, whether consideration will be given to the claims of suitable labourers in the district?

Mr. Roddy: I think the Deputy is aware that under the section, labourers come under class D, and actually they are the last to be considered in the distribution of land. The Land Commission is bound to carry out the distribution of land strictly in accordance with the section.

Tomás O Deirg asked the Minister for Lands and Fisheries to state whether decisions have yet been arrived at by the Land Commission in the matter of the resumption of the Salter holdings (Bruen Estate), and the Keppel holdings (Clayton Estate), County Carlow.

Mr. Roddy: Objections to the resumption of their holdings by the Land Commission were lodged by both of the tenants referred to, and have been heard by the Land Commission. In the case of Mr. Keppel's holding the objection was allowed, and in the case of Mr. Salter's holdings a decision has not yet been given.

Doyle) asked the Minister for Local Government and Public Health if he can state how the Relief Schemes Vote will be expended in towns and villages where no schemes are or are about to be put forward for the relief of unemployment, and whether, in view of the fact that most towns in the counties of Carlow and Kilkenny are not urbanised, and that depression in agricultural conditions are so evident, he can state how he intends to expedite matters with a view to relieving the unemployed problem in those districts.

My Department has been in communication [1053] with the County Council of Kilkenny and is in correspondence with the County Surveyor in regard to commencing additional works in that County. Doyle asked the Minister for Agriculture if he will state what progress his Department has made in the Counties of Carlow and Kilkenny, in respect of afforestation, whether any schemes are in contemplation at present, and, if so, whether he intends to expedite such schemes, whereby much needed employment can be given to the unemployed in these counties.

Mr. Blythe: Areas of land in Counties Carlow and Kilkenny amounting to 1,586 acres have been acquired by the Department by lease and purchase for the purpose of afforestation. Actual possession of 1,096 acres has been secured. Of this area, 650 acres were planted up to the end of last planting season, and it is anticipated that in the current season a further 100 acres will be planted. The Department are prepared to consider any offers of suitable land in these counties, as elsewhere, and some offers are at present under consideration. Negotiations for the acquisition of [1061] additional areas in these counties are, however, not sufficiently advanced to enable possession to be secured during the present winter. The matter will be expedited as much as possible.

Schemes for the division of further lands for which the prices have been agreed on or fixed, but of which possession has not yet been taken from the owners by the Land Commission, are in course of preparation, and the lands will be divided as soon as possible after acquisition.

Carlow; and if he is aware that Mr. Morrow was refused on the grounds of being a single man; and whether, in view of the fact that other people who are single got portion of this land, he will again consider Mr. Morrow's claim.

Mr. Pattison asked the Minister for Local Government and Public Health if he is aware that the County Carlow Board of Health are not availing of the provisions of the Housing and Labourers Acts for the erection of cottages and houses to the full extent of the needs of the people in that county; if he will state the number of applications received for grants towards the erection of cottages and houses under these Acts by that Board, and if he will have an inquiry made in the matter.

Parliamentary Secretary to the Minister for Local Government and Public Health (Dr. Ward): The Carlow Board of Health are about to advertise for tenders for the erection of 52 cottages. The plans, etc., in relation thereto have been approved of by the Department. Tenders are also to be invited for the erection of a further 25 cottages in the village of Leighlinbridge. The Board of Health are considering the representations received by them for a new scheme of cottages for the whole county, and I have instructed an inspector to attend the next meeting of the Board with a view to urging expedition in the making of an improvement scheme. Particulars as to the representations received by the Board of Health are not yet available.
