Council
Copy of Resolution
unanimously passed by the Carlow County Council at the annual meeting held on
the 22nd June 1920.

- "That this
Council of the elected representatives of the Carlow County Council at a
duly convened meeting hereby acknowledges the authority of Dail Eireann as
the duly elected government of the Irish People and undertakes to give
effect to all decrees duly promulgated by the said Dail Eireann in so far
as same affect this Council. That copies of this resolution be forwarded
to the Republican Minister for Foreign Affairs for transmission to the
Government of Europe and to the President and Chairman of the Senate and
House of Representatives of the United States of America."
1920
Resolution
In 1920 the secretary of the Carlow
branch of the I.T. & G. W. union was 28 year old Patrick
"Nipper" O' Toole from Brown Street, Carlow.
Shortly after
the 1920 Resolution was passed Patrick was arrested by the
British Crown Forces and interned in Ballykinlar Camp, he
died in the camp in February 1921. His funeral to St Mary's
Cemetery was subject to disgraceful scenes when the British
Military surrounded the cemetery and prevented the menfolk
from attending the burial.
Following his death Pat Purcell
acted as secretary for some time. According to an account by
Pat Purcell in his papers, 24 year old StephenCarroll was, at
the time of O'Toole's death, also interned in Ballykinlar
Camp.
During the War of Independence Stephen acted as
Lieutenant in the 3rd Company, Laois Brigade of the Irish
Republican Army, he was arrested in August 1920 and was
imprisoned in Ballykinlar Camp. Upon his release in
1922
he was welcomed to Portlaoise by several thousand people,
marching bands and various dignitaries.
Stephen came to
Carlow in 1933 when he was appointed secretary. He died in
Carlow in April 1963.
