How Waterford City Voted in 1807.

A general election was held in MAY-JUNE 1807, on the fall of  the Ministry of All  the Talents.

At this election Sir John Newport, Bart-the sitting Member for Waterford City, successfully defended his seat against his double second cousin, Cornelius Bolton.

This connection occurred by Bolton’s mother being a daughter of Francis Barker and Elizabeth Newport, the latter being a sister of Simon Newport ( Sir John’s Grandfather ) whose wife Elizabeth was a sister of Francis Barker.

Newport, son of a Waterford Banker, was born in 1756 and was created a baronet in 1789, with remainder to his brother. From 1803 until 1832 he represented Waterford at Westminster, and during the Ministry of All the Talents was Chancellor of the Irish Exchequer. A firm Whig, he was a dedicated supporter of Catholic Emancipation, His brother William committed suicided on the collapse of the Newport Bank in 1820 and when Sir John Died without issue in 1843 he was succeeded by William’s son John as second ( and last) baronet.

Cornelius Bolton, born in 1746, was the son and nephew of Members for Waterford. His father, also Cornelius, had succeeded his brother-in-law, Samuel Barker, as one of the two Waterford’s M.P.’s in the election of 1768, and in 1776 the younger Cornelius had been returned in his father’s place and sat until 1783. Waterford City returned two M.P.’s until the Union, when it was reduced to one; in 1832 it once more returned two members.

In 1807  John Newport was proposed by Samuel King and seconded Thomas Wyse.

Cornelius Bolton was proposed by William Congreve Alcock and seconded by Dean Lee.

Election manifestos appeared in the press during the first part of May.

The Freemen and Freeholders of  the City of Waterford were assured that Sir John Newport would devote his best services “to Assertion of the just Claims of Ireland in an Imperial Parliament and to the inflexible Support of all those Engagements to the Public, expressed and implied, by which the Union was effected.”

They were likewise assured that Cornelius Bolton would follow the principles which had “Always been pursued by his Father and his Uncle Mr Barker whom many of he Electors must remember as the faithful Representatives of the City.”

 Poling began on the 23rd May and lasted thirteen days. On the 27th May it was announced in the Waterford Mirror ( Issue no. 943) that “Erroneous lists of the Poll have been published, we beg leave to assure the Public that a correct statement of every day’ Poll will appear in this Paper. We therefore subjoin the names of the persons who have heretofore polled: and shall continue to publish the names of the Voters throughout the Contest.”

The published lists are given below in the form in which they appeared. It seems that a very considerable numbers of the petitions to the Corporation for admission as Freeholders were rejected, and in an address to the electors on the completion of  the poll Newport criticised the Corporation for its rigidity, although it seems that, in fact, his opponent had been the greater sufferer.
